I see that the timestamp I send from the field unit is different from the timestamp on the Mango data by 1 hour. The current timezone for Mango is set for America/Phoenix but should be for Texas location but I can't seem to change this.

How do I change the timezone?

By default Mango will use the system time of the computer it is installed on. On the System settings page you can see what that time zone is.

If you want to set it to a different time zone you can do this in the env.properties file or you can do it individually for each user on the user management page.
