Bulk Importing error - 'user' does not hold the required role/s

Never had an issue exporting a csv of data points changing some names and UPDATE to CREATE then importing them under another data source but seems since upgrading to 5.3.1 I get this error after trying to import
'admin' does not hold the required role/s
Admin is a superadmin I tried with another user that has superadmin but same error with exception of username.
Has something changed ?
