Have a conditon to setting send sms via twilio?

Now I can received the sms via twilio.
But I find a issue .when I in "Update event " to choose "changes only" for binary alarm. But I received the "false alarm” one minute that same as "update period in data source“.
Have any way setting conditon for sending sms via twilio? for instance :(binary: when true value to send sms.) (numberic: when value exceed numberic value will be sms via twilio)

Maybe try an email to sms gateway.
You can send emails from the event handler page. -
It's the same answer from another thread, but I would use meta points to define complex conditions.
