When a "user" does not have permission to view the legacy data page, an error message comes up on a login. While the user can continue by clicking the data point details page, the process is confusing. Any suggestions?

Would changing the user's Home URL solve the problem? You can control the default page for the user when they login.
Login as an admin and then you can control this for all your users on the User's page.
