Mango and OpenAPC communication

Hi all,
I am looking forward to establish Modbus TCP communication between OpenAPC software plc and Mango. However yet no any success.
In any case if this is not possible please advice me any opensource / free software plc that I can use for developing my my program and to use Mango as my HMI front end.
my requirement is as follows:
Modbus I/O Module <========> Software PLC <========> Mango M2M
