I have a question, I've seen that the maxim recommended number of users for Mango is 10. But I want to know if this number refers to the actual number of users that are logged in into the web interface or if is the total number of users that are created.

I'm asking this because I need to create some users only to send emails to them and it is easier to manage the emails if there are some users.

Thank you.

Those recommendations are according to the hardware specs. Each concurrent user uses up some server resources, the more powerful your server the more concurrent users you can safely have.
